Wayne Marshall


Wayne Marshall is a principal at Washington Capital Management a Washington, DC based boutique political and business development and public affairs consulting firm with an emphasis on strategic relationships, fundraising, long term strategic positioning and political branding.  Clients include high net worth individuals, political figures and organizations and high profile personalities.

Prior to the firm’s founding in 2003, Mr. Marshall had most recently been Director of the National Advisory Board and Deputy National Finance Director of the Democratic National Committee (DNC), where he oversaw the direction of an esteemed group of business, labor and community leaders representing the highest level of support given to the Democratic Party.  During the 2000 Presidential cycle, Mr. Marshall provided and facilitated a variety of forums to convey ideas, insight and political savvy of this most intimate group to the President, Vice President, senior Party Leadership and the Administration.

In 2004 Mr. Marshall and Washington Capital Management served as key strategic advisors at the Democratic National Convention in Boston with the DNC as well as national trade associations and non profit groups involved in the political spectrum. Mr. Marshall also served as the lead fundraiser and political advisor to the artist and entrepreneur Sean Combs and the political grassroots movement known as Citizen Change creator of the “Vote or Die” slogan and brand.

Formerly, Mr. Marshall served as Regional Finance Director for the DNC, crisscrossing the country organizing events involving President Clinton and Vice President Gore by meeting with civic and business leaders in major metropolitan areas to encourage and solicit their support for the President’s agenda and the party’s message.  Mr. Marshall was also responsible for outreach to the entertainment and technology industries while at the DNC.  

Prior to the Democratic National Committee, Mr. Marshall was National Development Coordinator for the Children’s Defense Fund (CDF) where he led the organization’s efforts on a multi-million challenge grant campaign in conjunction with the Charles Stewart Mott Foundation.

Mr. Marshall’s media experience includes working in magazine editing and composition at US News & World Report in Washington, D.C. and as a reporter with The Austin Sun in Austin, Texas.  

Mr. Marshall received his Bachelor of Journalism with concentrations in both English and Sociology from the University of Texas at Austin and studied at Brasenose College at Oxford University in England.
